Why is DHS making the change from PCA to CFSS?
The Affordable Care Act allows DHS to implement changes that will give people more choice and control over how they use services. This change makes available the new options described in the video, What is Community First Services and Supports?, and on the Community First Services and Supports webpage.
What do I need to do to enroll in CFSS?
DHS will begin implementing CFSS on Oct 1, 2024. Counties, tribal nations and managed care organizations will transition people at their yearly reassessment to ensure there is no disruption of services.
What if a person has questions about their options in CFSS?
Each person will choose a consultation services provider who will answer any questions they have about CFSS.
Is use of consultation services required?
Yes, everyone must select a consultation services provider. However, people can make decisions about how much they use their consultation services provider.
May a person change models mid-year?
Yes, a person may choose to change models once during the year.
If I select the budget model, what if I need help figuring out and managing my budget?
People who use the budget model will select a financial management services provider, which will assist with budget management.
Will there still be qualified professionals?
If a person is using the agency model, one or more supervising professionals will train and supervise their workers. This is a similar role to the qualified professional in PCA.
If a person is using the budget model, they are responsible to train and supervise their workers.
Are people required to select the budget model to take advantage of the new options?

How do I transition from PCA to CFSS?
DHS will begin implementing CFSS on Oct 1, 2024. Counties, tribal nations and managed care organizations will transition people at their yearly reassessment to ensure there is no disruption of services. As the start date approaches, DHS will communicate with people who provide and receive PCA services.
What will the transition look like for people using the Consumer Support Grant?
Like people who use PCA, people who use CSG may choose either CFSS model when they transition at their yearly reassessment.
